Position Summary:
This recruitment will be used to fill up to three full-time Fiscal Coordinator 1 positions for the Controller's Unit - Financial Strategic Services division at Oregon State University.

The Controller's Unit is responsible for providing financial and administrative services to colleges and administrative units. These positions provide support in the interpretation, development and implementation of policies and procedures and play a critical role by performing analysis, auditing, projections, budget management, and recommending financial solutions. These positions communicate college, university, state, federal policy and guidelines to units.

These positions have frequent interactions in person, telephone, Zoom, and via email with Directors/Unit Heads, staff, faculty, central university business partners, college administration and outside vendors to exchange information, collect data, make recommendations, secure approvals, and solve problems. These positions operate fairly autonomously within parameters set forth by management.

This position reports to a Manager within the Controller's Unit.

Position Duties
60% Accounting and Reporting:

    • Provides analysis and interpretation of accounting records for restricted fund types (grants and contracts, research cluster, some foundation funds); Prepares periodic and ad hoc budget reports for unit leaders, principal investigators (PIs), faculty and management
    • Verifies, reconciles and audits indexes, tracks errors, processes corrections, and ensures costs are allocated appropriately; informs unit leadership, faculty and PIs of current and projected status of accounts, and ensures expenditure are appropriate.
    • Assists with monitoring cost share to ensure obligations are met. Reviews and tracks completion of effort certification reports.
    • Processes labor distribution requests for multiple employee and position types.
    • Reconciles Grant Reporting System exceptions.
    • Tracks and coordinates allocation of funds from awarded projects. Identifies issues and takes appropriate action to solve problems.
    • Approves purchasing and accounts payable transactions in Banner and BennyBuy. Reviews invoices, checks for Budget Authority and appropriateness to index, verifies account codes and availability of funds.
    • Interprets and answers policy-related questions.
    • Provides guidance and consultation regarding grant, foundation, Oregon State University (OSU), and Business Center policies. Clarifies rules and regulations, explains allowable and unallowable costs for each type of funding source.
    • Assists purchasing of goods and services with outside vendors, preparing Personal Services Contracts and coordinating with central offices such as Purchasing, Contracting, and Materials Management (PCMM) as needed.
    • Performs periodic review of fiscal operations by auditing accounting records for proper classification of entries, proper use of program codes, funds, and account codes. Provides training to staff when policies change or if analysis indicates training may be needed to improve performance or accuracy.
    • Completes fiscal year end closing activities to ensure proper closing of the books and meeting of year-end deadlines.
    • Participates in initiatives to improve accounting and reporting processes.



25% Budgeting & Forecasting:

  • Prepares monthly and quarterly reports; provides consultation, advice, and direction fund managers; monitors and analyzes grant budget status throughout the year and conducts expenditure forecasting.
  • Assists faculty with grant projections and budget changes using appropriate salary rates, OPE, tuition and indirect cost rates.
  • Anticipates and processes corrections throughout the fiscal year. Analyzes grant balances to proposed budgets for compliance or variance.
  • Collaborates with College Pre-award staff to ensure documentation and understanding of college funding commitments at proposal stage and Office of Sponsored Research and Award Administration for award administration and closeout requirements.


15% Miscellaneous Duties:

  • Participate in committees and work groups.
  • Provide back up support for co-workers as needed.
  • Suggest improvement to workflow and process improvements.
  • Participate in training and professional development activities.
  • Perform other duties as assigned by supervisor



Minimum Qualifications
A Bachelor’s degree with 24 quarter (16 semester) hours of accounting courses and two years of accounting experience*; OR a CPA or PA certificate and two years of accounting experience*; OR 24 quarter (16 semester) or 240 clock hours of accounting courses and three years of accounting experience*.

*Accounting experience must include at least 6 of the following: documenting and resolving problems within an accounting system; classifying revenues and expenditures to funds and accounts; ensuring accounting system conforms with applicable controls; reconciling accounts to general or control ledgers; preparing journal vouchers; applying accounting principles to one or more functional areas; i.e., AR, AP, etc.,: tracing errors through accounting system; processing data using a computer; communicating technical material orally and in writing; applying computer report information; knowledge of governmental and fund accounting; applying PC spreadsheet, database, and word processing software.

All courses must be from accredited colleges, universities, or private vocational schools.

Transcripts must be submitted for all required and/or related courses.

Preferred (Special) Qualifications

  • Ability to manage multiple projects/activities, problem solve, make effective decisions, and work independently.
  • Knowledge of Uniform Guidance, Cost Accounting Standards, governmental and fund accounting.
  • Proficient in Excel.
  • Knowledge of Banner FIS, BennyBuy, and CORE.
  • Possess effective oral and written communication skills.



Working Conditions / Work Schedule
Office environment. Pressure to meet deadlines with competing priorities. May involve the need to work hours above the normal business day. This position, with supervisor and/or director approval, is open to fully remote work schedule or a hybrid (on-site and remote work) work schedule.
