As an IT Program Management, Senior Manager: Workforce Operations, you will help drive workforce strategy, business operations, and organizational transformation by turning complex workforce and operational data into meaningful insights that influence business decisions at the executive level. This is a highly visible role and you will be a key partner across Technology, Human Resources, Finance, and business leadership teams, you will support workforce planning processes, including headcount planning, business case development, investment prioritization, and strategic initiatives that shape the future of STS.
Success in this role requires the ability to combine analytical thinking, data modeling, and strategic problem solving to address complex business challenges and provide decision-ready recommendations. You will leverage workforce and operational data to identify trends, evaluate business impacts, assess tradeoffs, and develop scalable frameworks that improve organizational effectiveness. Through strong collaboration and relationship-building skills, you will influence stakeholders across a matrixed environment while helping leaders make faster, more informed decisions aligned to enterprise priorities.
You will also play an important role in advancing STS toward a more proactive, insight-driven decision support model by improving data governance, standardizing reporting practices, and identifying opportunities to enhance efficiency through automation and process improvement. This work will provide broad exposure across strategic workforce initiatives, including organizational planning, workforce transformation, skills-based planning efforts, and emerging workforce trends.

What you have
Required qualifications:
- 10+ years of experience in workforce planning, program management, business operations, or analytics-driven operational leadership.
- 8+ years of experience applying Analytics & Reporting, Analytical Techniques, and advanced data modeling capabilities to support strategic and executive decision-making.
- 8+ years of experience with data visualization and reporting tools such as Power BI, Tableau, and Excel.
- Demonstrated ability to analyze complex business and workforce data, identify patterns and trends, and translate insights into actionable recommendations that influence strategic outcomes.
- Proven experience supporting workforce planning processes, including headcount planning, business case development, resource prioritization, and organizational decision support.
- Strong Analytical Thinking and problem-solving skills with the ability to evaluate tradeoffs, assess business impacts, and recommend practical solutions.
- Proven ability to influence stakeholders and build alignment across Technology, Human Resources, Finance, and other cross-functional partners in a matrixed environment.
- Experience improving business processes through automation, governance, standardization, or scalable operating models.
- Excellent written, verbal, and executive communication skills with the ability to simplify complex information into clear, decision-oriented messaging.
- Demonstrated success building collaborative relationships and driving results across multiple teams and organizational priorities.
Preferred qualifications:
- 8+ years of experience supporting technology organizations, including software engineering, platform, infrastructure, data, or technology operations teams.
- 5+ years of experience utilizing automation tools such as Power Automate, Power Apps, or similar technologies to improve operational efficiency and scalability.
- Experience supporting workforce analytics, workforce operations, workforce transformation, organizational effectiveness, or skills-based workforce initiatives.
- Experience developing executive dashboards, performance metrics, and strategic workforce reporting frameworks.
- Familiarity with emerging workforce trends, including artificial intelligence-enabled workforce models and skills-based workforce planning.
- Demonstrated ability to independently lead strategic initiatives, navigate ambiguity, and deliver measurable business outcomes.
- Strong adaptability, collaboration, and stakeholder management skills with the ability to balance competing priorities in a fast-paced environment.
- Bachelor's degree in Business, Analytics, Finance, Information Systems, Human Resources, or a related field.
